The Government of Uganda plans to introduce a medical insurance policy for older persons, particularly those living in rural areas, according to Hon. Jacqueline Mbabazi, Minister of State for Gender, Labour and Social Development in charge of Older Persons Affairs.
The Minister made the announcement during the meeting for the Dissolution of the Second National Council for Older Persons held at Skyz Hotel, Naguru, Kampala on July 8, 2026.
Why It Matters
Many older Ugandans depend on family support and often have limited income, making healthcare costs a significant challenge. A dedicated medical insurance scheme could:
- Reduce out-of-pocket medical expenses.
- Improve access to health facilities and essential medicines.
- Support early diagnosis and treatment of chronic conditions.
- Enhance the welfare, dignity, and quality of life of older persons.
Minister’s Remarks
“Older people need insurance because of the non-communicable diseases that affect them as they grow older.”
Hon. Mbabazi noted that many older persons are left behind in villages as their children and grandchildren migrate to urban centres or abroad in search of employment opportunities.
“You find older women and men living alone in their homes. If they have medical insurance, a neighbour may be able to take them to hospital. Without insurance or money to pay the bill, that support becomes difficult.”
Current Insurance Challenge
Currently, most insurance companies in Uganda do not offer medical insurance cover beyond the age of 60 years due to the higher risk of chronic illnesses associated with ageing.
However, with Uganda’s ageing population steadily increasing, the Uganda Insurance Regulatory Authority (IRA) has been advocating for insurance products specifically tailored to meet the needs of older persons.
Additionally, different members who served on the National Council for Older Persons were awarded souvenirs by Hon. Jackline Mbabazi, Minister of State for Elderly Affairs, in recognition of their dedicated service and contribution to advancing the welfare of older persons in Uganda.
