National Council for Persons with Disabilities

Overview

The National Council for Persons with Disabilities (NCPD) is the statutory body mandated to promote, protect, and monitor the rights of persons with disabilities, and to ensure compliance with the legal and policy framework governing disability inclusion in Uganda.

Legal basis

Established and strengthened under the Persons with Disabilities Act, 2020

Core purpose

The Council’s published functions include:

Monitoring implementation of the Persons with Disabilities Act by government and other actors
Conducting/commissioning inquiries and investigations into violations and non-compliance
Advocacy for corrective measures and inclusive practices that protect PWD rights.

Key roles and typical functions

Rights protection: Promotes equal rights, dignity, and non-discrimination for persons with disabilities.
Compliance monitoring: Tracks how institutions implement disability inclusion requirements.

Research & reporting: Supports surveys/inquiries to inform action on barriers and violations.
Coordination: Works with stakeholders to advance accessibility and inclusion.

Structure and coverage

The Persons with Disabilities Act provides for councils at different levels (including district-level structures) with coordination roles related to disability inclusion in policies and programmes.

Secretariat relationship

Under the rationalization framework, the National Secretariat for Special Interest Groups provides the administrative support function across SIG councils, strengthening coordination, implementation support, and harmonization.
